Cal/OSHA's PSM Regulation: Damage Mechanism Reviews

Due to recent refinery and process industry accidents, regulators have identified the lack of proper identification/assessment of fixed equipment and piping damage mechanisms as a contributor in several events. Regulators are currently working to address this apparent shortcoming by updating process safety management (PSM) related regulatory requirements, with Cal/OSHA as the first regulation to be updated.

Presenter

Randy Montgomery

Randy Montgomery has 30+ years of experience in the areas of reliability, maintenance, integrity management, process safety, operations and process engineering, including 13 years of industrial experience. Currently, he is Senior Director of Midstream and Downstream for ABS Group. His responsibilities include identifying, developing and delivering technical solutions to help oil, gas and chemical industry clients preserve their right to operate and improve their return on investment.

In his previous roles, Montgomery focused on assessing, designing and improving programs to verify integrity and improve the performance of assets. Specifically, he has performed dozens of integrity management program gap analyses and audits, and he has designed and implemented improved integrity management programs at numerous facilities in all types of process industries.

These projects have included the identification of critical equipment, the development and implementation of management systems, and the identification and implementation of asset maintenance and integrity failure management strategies using traditional, prescriptive approaches as well as risk-based approaches such as RCM and RBI. This work also included the mining and use of asset design, operating and performance data. In addition, Montgomery’s project work has included developing KPIs to assess and monitor asset program performance.
